Can't re-assign to another Agent or Department

I'm using a new installation of v1.9.12 (19292ad)

I can't re-assign a ticket from one user to another, or assign them to a new department.  The tabs or options do not appear in the Ticket details.  I can alos not change the status on a Ticket.

Any idea what I might have changed in the setup?  Will take any ideas right now.
